The way it works: someone organises for citizens of a city, town or occaisionally country, to write in with their complaints. Someone then arranges said complaints into lyrics, and a tune is composed. Citizens then volunteer to train as a choir and sing their complaints publically.
I recommend Birmingham. There are also Complaints from Melbourne, Helsinki, St Petersburg, Penn State University, a Canadian radio show, and Jerusalem, among others.
